You said in your opening post, "Free hint: The plot takes place in a neutral place". Then later you said it was a thriller. Seven takes place in a city, but a key point about the film is that it is an unnamed generic city; it could happen anywhere. This is what I thought you were hinting at by saying neutral. Or maybe you meant Sweden! 

So my next question: Where does it take place?

Oh. That's a blow, I thought I'd sussed it and was going to say The Hunt for Red October. Establishing it as a Jack Ryan movie was going to be my confirmation.

I guess I don't understand what you meant by "One off" and "Not part of a franchise" because it is "The hunt for red october"
